Recent intelligence suggests that North Korea may be stepping into a more active role in Russia’s ongoing war in Ukraine, raising concerns far beyond the European battlefield. Both Ukraine and South Korea have indicated that North Korean troops might be involved, potentially deployed to bolster Russian forces. While both Moscow and Pyongyang have denied these claims, the growing military partnership between the two countries has unsettled officials in Kyiv, Seoul, and Washington.

Are North Korean Troops in Ukraine?

Ukrainian President Volodymyr Zelensky has warned on multiple occasions that North Korean soldiers are being prepared for deployment to assist Russia. At a recent NATO summit, he claimed that up to 10,000 North Korean soldiers and technicians were set to join the conflict. He further elaborated that Ukraine’s intelligence had identified two North Korean military units, each consisting of about 6,000 troops, receiving training in Russia. Zelensky also mentioned sightings of North Korean officers and specialists in Russian-occupied areas of Ukraine.

Reports also surfaced that a small contingent of North Korean personnel has been working alongside Russian forces, largely in technical and engineering roles. Meanwhile, South Korea’s National Intelligence Service (NIS) suggested that around 1,500 North Korean soldiers, including elite special forces, had been sent to Russia for training. These claims were further supported by footage showing North Korean soldiers receiving uniforms and equipment at a Russian training base near the country’s border with China.

The Russia-North Korea Military Alliance

Russia and North Korea have strengthened their ties significantly since Moscow’s invasion of Ukraine, forming a partnership largely aimed at countering Western influence. In June 2024, the two nations signed a major defense pact, pledging mutual military support if either faced an attack. Both countries have repeatedly denied allegations of North Korea supplying arms to Russia, despite substantial evidence that weapons transfers have occurred.

North Korean arms shipments, which are believed to include tons of munitions, have provided critical support to Russia’s depleted stockpiles, helping its war effort in Ukraine. In exchange, North Korea has likely received food, supplies, and other essential resources, along with potential advancements for its missile and nuclear programs.

Global Reactions

Kremlin spokesperson Dmitry Peskov dismissed allegations of North Korean involvement, calling them a “hoax.” North Korea, for its part, rejected the reports as “groundless rumors” during a United Nations meeting. Nonetheless, South Korea has responded seriously. On Monday, Seoul summoned the Russian ambassador to express its concern and demanded the immediate withdrawal of any North Korean troops from Russia.

South Korean officials have warned that any deployment would violate United Nations Security Council resolutions. They also held emergency meetings to discuss a possible response, suggesting the government is prepared to take diplomatic, economic, and military measures if North Korea proceeds with combat deployments.

While the United States has yet to publicly confirm the reports, U.S. officials have expressed concern. A State Department spokesperson remarked that if true, this would represent a “dangerous development.” Meanwhile, British Defense Minister John Healey stated in Parliament that it was “highly likely” North Korean troops had already begun arriving in Russia.

Why Is This Significant?

North Korea’s direct involvement in the war could mark a turning point in the conflict. For decades, the isolated regime has avoided direct participation in foreign wars, making this potential deployment particularly noteworthy. North Korea maintains one of the largest standing armies in the world, but much of its military lacks real-world combat experience.

Analysts suggest that North Korea could benefit from sending troops to Ukraine by gaining valuable battlefield experience and improving its military capabilities. Former U.S. Pacific Command operations director Carl Schuster commented that North Korean special forces would return with enhanced skills, making them a more formidable threat in future conflicts, particularly on the Korean Peninsula.

For Russia, North Korean troops could provide a much-needed boost in manpower as it struggles to maintain its offensive in Ukraine. On the other hand, North Korea stands to gain in terms of economic aid, technology, and military training.

Chun In-bum, a retired South Korean general, noted that while North Korea could offer elite soldiers, the implications for the global community are far-reaching. “If they succeed, North Korea could become a key supplier of well-trained fighters in future conflicts,” he warned. “This development could be a serious cause for concern on a global scale.”
